  C. Colour Codes :

The colour code system is used to help identify insecurity found in areas you work. Staff should be thoroughly briefed before using the colour code and the code is only to be used when absolutely necessary.

 

GREEN - THE SITUATION APPEARS QUIET

PURPLE - UNEASINESS IN THE LOCAL POPULATION

DARK PURPLE - PANIC IN THE LOCAL POPULATION

 

BLUE - GOVERNMENT FORCES

LIGHT BLUE - GOVERNMENT POLICE

BLACK - OPPOSING FORCE

BLUE ON BLUE - ANARCHY

GREY - IDP MOVEMENTS

DARK GREY - LARGE IDP MOVEMENTS

AMBER - HOSTAGE ATTEMPT

 

ORANGE - GROUND FIGHTING

DARK ORANGE - GROUND FIGHTING NEAR BY.

 

YELLOW - OUTGOING ARTILLERY

DARK YELLOW - OUTGOING ARTILLERY BEING FIRED NEAR BY.

 

RED - INCOMING ARTILLERY

DARK RED - INCOMING ARTILLERY LANDING NEAR BY.

 

PINK - ROUTE OBSTRUCTED

DARK PINK - ILLEGAL CHECKPOINT

BROWN - ROBBERY

SILVER - VEHICLE BROKEN DOWN

DARK SILVER - VEHICLE STUCK

 

D. Security Levels :

Situation # 1 = Exercise caution.

 

Situation # 2 = Evacuate or refrain from entering the cluster if agency personnel are en-route or planning to travel to the cluster.

 

Situation # 3 = Wait and possible seek low lying areas near by or refrain from entering the cluster if agency personnel are en route or planning to travel to the cluster.

 

Situation # 4 = Cluster / district closed to UN / IO / NGO work for the day or until further notice.

Example # 1 of the Colour code:

IN Rattanak Mondol district, outgoing artillery occurs near the district hospital and shortly thereafter, incoming artillery lands some eight kilometers from the district hospital outside areas defined in the district security co-ordination map. The DSC, Mike Bravo 12, informs: dark yellow and red for Romeo 4.

 

If the appropriate situation call/level is uncertain, the DSC can use the colour code within the district or with other DSCs to help identify the problem. The colour code can also be used to communicate with one of the three ASCs or Romeo Bravo base.

 

Example # 2 of the Colour code:

In Bavel district, Hotel Bravo 70 receives news from villagers en route to Bavel township that an illegal checkpoint has been set up along hwy. # 58 B robbing vehicles near Sang Rang IDP site. The appropriate situation level has been determined (situation # 2), however the DSC, Hotel Bravo 70, can use the code to identify the situation: Hotel Bravo 70 informs, dark pink in progress for Alpha 8 with brown and blue.
