Instruction Sheet for the Emergency Response Co-ordinator The
emergency response co-ordinator (ERC) will co-ordinate all city security
in the event of a security situation. The ERC will make announcements on
the UN network, channel 3. There is an ERC on duty at all times. The
ERC will make General Announcements on channel 3 to inform the network
users, clear the network and to move the CSCs to channel 1 unless it is
obstructed then channels 6 and 7 in that sequence. 1.

In the case of day time artillery: an announcement will be made on channel
3 after an appropriate amount of silence, for agency personnel working in
the districts to proceed in DSC controlled convoys toward the city. Agency
staff mobile in the city during a dark red will be advised to stay where
they are and the situation will be handled on a case by case basis by the
ERC and Romeo Bravo Base. The ERC may appoint a CSC to assist in radio
coverage. 3.1)
In the case of night time artillery: a final call would effectively put a
closure on the situation
announcements, and advise staff to remain where they are until morning: For
instance: ATTENTION

DSCs AND CSCs MOVE NOW, I SAY AGAIN, DSCs AND CSCs MOVE NOW. The
ERC will complete a roll call of all CSCs and DSCs on channel 1, 6, or 7
in order to determine locations / tasks however, the ERC may suggest that
all CSCs / DSCs monitor the situation for some time before the ERC issues
specific instructions. For
Instance, the ERC may issue the following instructions: CSCs,
monitor the city sector you are presently in and report back to the ERC,
begin an internal agency roll call. DSCs,
set up a check point at the entrance to your cluster, complete a staff
roll call, and make arrangements to congregate all staff members in your
cluster / district for control. (limit radio use) This is Hotel Bravo 1 ----------------------------------------------------------- Romeo
Bravo Base; if necessary, should remind all UN / INGO base stations to stand
by for further instructions and to utilize other means of communication
other than the security communication network at this time. ASCs / CSCs /
DSCs
and emergency calls are the only authorized stations to speak during RADIO
SILENCE. RB Base may be requested by the ERC to check with the UN / INGO base stations to verify staff locations. Romeo Bravo Base use the CODAN
for local base stations and the SITOR for all Communications with PNP
/ SIS / PUR / SRP. -------------------------------------------------------------- 5.) Test rehearsals should be made from time to time including channel 3 announcements and the CSC roll call: ATTENTION
