Situation Call Table

LEVEL / DEFINITION

RESPONSE

SITUATION #1:

SPONTANEOUS CALL =

MORNING CALL =

 

Exercise caution, collect more information, and stay in contact with the designated DSC.

Collect more information en route and exercise caution while on site. Maintain contact with the designated DSC. Pass on important info. to the designated DSC.

 

SITUATION # 2:

SPONTANEOUS CALL =

MORNING CALL =

 

 

Evacuate from the cluster in a controlled manner. Remain in close contact with the designated DSC.

Do not enter the cluster.

 

SITUATION # 3:

SPONTANEOUS CALL =

MORNING CALL =

 

 

Wait / seek low lying areas close by, stay where you are in the cluster until further notice from the DSC.

Do not enter the cluster.

SITUATION # 4:

SPONTANEOUS CALL =

MORNING CALL =

 

The DSC should close the cluster with a situation # 4 after evacuating in situation 2.

Do not enter the cluster. This sector / cluster is strictly closed to UN / INGO / IO agency staff until further notice.  

   

 * Situation # 1 is a warning to proceed with caution and is called if 1) an illegal checkpoint was set up along the road and the present status is unclear, 2) fighting has occurred in the past 48 hours, 3) movements of hostile forces have been observed near the area during the past 24 hours, 4) the DSC has evaluated the situation and determined that agency personnel need to exercise caution while en route or while present in the sector/cluster specified.

 ** Situation # 2 restricts agency personnel from entering the cluster; should be called if 1) fighting had occurred the same morning, 2) hostile troop movements have been reported near the cluster, 3) the ASC feels the area is too tense and not secure enough for agency personnel.

 *** Situation # 3 forbids agency personnel from entering the cluster; should be called when sporadic fighting has been reported in or near the cluster and continues.

 **** Situation # 4 is the highest level of insecurity and forbids agency personnel from entering the cluster; should be called when it is reported that a cluster is engaged in heavy ongoing fighting possibly producing lDPs and shows no signs of easing off.
