Situation Announcements

 

1. Morning Situation Announcements

The morning security level announcements made by the DSCs should reflect the degree of insecurity found in the sectors/clusters, enabling agency personnel that are not in the field to gauge the seriousness progressively, i.e. Situation #s 1, 2, 3, and 4, as per the above Situation Call Table.

Listen for general announcements given by Romeo Bravo base each morning between 7:30 and 8:00 am. lf you have specific questions regarding a security level announcement made by Romeo Bravo base, do not ask Romeo Bravo base over the radio but come in person to get additional information and/or check the whiteboard in the main CARERE office building.

Agency personnel should not travel to districts/clusters where a situation level 2, 3, or 4 has been announced which effectively closes the cluster until further notice.

 

2. Spontaneous Situation Announcements

Spontaneous situation calls are made in the clusters; the DSCs may make a general announcement on channel 3 regarding the whole cluster or specific only to the sector they are presently in as the situation level for the other sectors within the cluster may not be fully understood and possibly different. The DSCs will attempt to communicate and gather information on other sectors within their cluster in order to determine the appropriate security level for all sectors in the cluster. Nonetheless, all staff members are asked to assess the situation themselves, specific to the sector they are in, and make responsible decisions based on security levels announced in different sectors within the cluster. Communication and coordination is essential in the event that a situation # 2, 3 or 4 has been announced in a sector / cluster along your access / exit route.

If agency personnel are in the cluster / sector during a spontaneous situation # 2 announcement, please proceed promptly, yet at moderate speed and in a controlled manner, from the area.

Agencies are asked to do their own security checks daily and to work closely with local district, commune and police officials. when traveling make regular radio checks with Romeo Bravo base (every 30 minutes). All agency personnel are reminded to inform the appropriate DSC and Romeo Bravo base of any occurrence of insecurity they encounter while en route or while working in the clusters.

 

3. DSC Security Announcements

In the event that a situation level is warranted, a DSC may announce the following message on channel 3.

 

EXAMPLE # 1:

ATTENTION ALL STATIONS WORKING IN ROMEO 6 (2 TIMES)

ROMEO 6 IS SITUATION NUMBER 2

I SAY AGAIN, ROMEO 6 IS SITUATION NUMBER 2

THIS IS MIKE BRAVO 12

EXAMPLE # 2:

ATTENTION ALL STATIONS WORKING IN ROMEO 4 (2 TIMES)

ROMEO 4 IS SITUATION NUMBER 3

I SAY AGAIN, ROMEO 4 IS SITUATION NUMBER 3

THIS PAPA BRAVO 2

In the event of example # 2, remember to communicate with the DSC yet, make appropriate decisions specific to your location.

In the event that a DSC announces situation 1, 2, 3 or 4: Romeo Bravo base will  immediately - follow with a general announcement on channel 3.

 

FOR EXAMPLE: To Close the entire cluster

 

ATTENTION ALL STATIONS WORKING IN ROMEO (2 TIMES)

PLEASE BE ADVISED THAT MIKE BRAVO 12 HAS ANNOUNCED SITUATION NUMBER 2 FOR ROMEO

I SAY AGAIN, THE SITUATION IN ROMEO IS NUMBER 2

THIS IS ROMEO BRAVO BASE OUT

This same announcement should be repeated by Romeo Bravo base three more times: after five minutes, after 20 minutes, after 40 minutes and if there is no change in the security level, the same announcement should be repeated before midday once and once in the afternoon.

Romeo Bravo base should ensure that one of the three UN ASCs is aware of a security level increase -after- Romeo Bravo base has completed the general announcement on channel 3. It is most important that the situation call made by the DSCs be repeated by Romeo Bravo base immediately without delay.

In the event that the DSC are not in the field, UN / VHF network agencies should check with Romeo Bravo base in person and turn in your travel plans before leaving for the field. Agencies that are not on the UN / VHF network can check the whiteboard and with Romeo Bravo base regarding the security in areas they plan to travel to. However, Romeo Bravo base cannot assure your safety in these areas and indeed, may not be aware of the situation in the area your personnel wish to travel.
